The election for SCoP Council is held online each year when needed.
Member ballots will be emailed to you. Voting ends April 29.
Three members have put their names forward to run for one Member-at-Large position on Council. One member has been acclaimed as Member-at-Large (Fire).
Please note that SCoP uses a two step process to validate votes:
- Once you vote, you will be sent an email and you must click on the link in your email for your vote to be counted.

The biographies of the candidates for election are listed in alphabetical order below. Members will vote for 1 of the 3 candidates.
Candidates for Member-at-Large:
Donna Dohms
Donna Dohms is an lntermediate Care Paramedic for Saskatchewan Health Authority EMS serving Sun Country and Sunrise facilities. Donna has been employed full time since 1989, where she has had the pleasure of serving in various communities including Estevan, Melville, Moosomin, Humboldt, Preeceville and Nipawin. Donna’s experience is on car both rural and small urban, CEC facility, supervisory, and as an EMS Education Coordinator for 14 years. She is also a member of the Provincial Peer Support Team in Group and Individual peer support.
Donna began as an EMR in 1989, achieving her EMT/PCP in 1991 at SIAST. Shortly after, she achieved her EMT-A/ICP in 1997 and still continues to advance her education through University of Regina learning opportunities. Donna has also been a former instructor for St. John Ambulance, HSF, and Red Cross for 23 years, deciding to retire from teaching to allow for up-and-coming instructors to gain experience and advance.
Donna served on the SCoP Education Committee from its inception in 2010 to 2013 and was active on the Audit Committee, the Protocol Committee, and on the Paramedic Practice Committee with the College of Physicians and Surgeons. Donna has been active on Council from 2022 to present and has enjoyed serving her peers in this capacity. She believes it to be very rewarding to be a part of designing how our profession advances, and with your help hopes to continue serving in this capacity. Donna encourages others to consider joining in this capacity as well, as the Paramedic profession is about to see incredible advancement in the near future, which you could have a voice in designing. In 2011, Donna was humbly honored with the Governor Generals Exemplary Services award in EMS.
Donna currently resides in Estevan where she is employed full time, and will become integrated into the community with various volunteer activities and interests such as photography, gardening and hiking. During the summer she can be seen cruising the highways on two wheels, and volunteering with the PTSD foundation called Rolling Barrage when they tour through the province in August every year.
Donna has accepted the nomination to run for Council and hopes her broad experience base will supplement her ability to collaborate with the team members on Council and the other interested parties like PSCS and Sask. Polytech to make sound decisions for our future. Over her years of working, Donna has heard many hospital hallway conversations with other peer EMS services begin with ‘What if we could’. She would like to help advance them to become “What a great idea, let’s make it happen”.
Carla Roy
Carla has been involved in paramedicine for over 25 years. For 23 of those years, she has worked for Medavie Health Services West – Saskatoon (MHSW) as an ACP. Carla is the Deputy Chief of Professional Development and Quality Assurance for MHSW.
Carla’s passion for quality, education and professional development spans over 20 years and led her to complete her Certificate in Adult Education at the University of Saskatchewan in 2010, as well as her Bachelor of Applied Health Science – Paramedic at Medicine Hat College in 2017. Carla was a casual instructor at Sask Polytech for 12 years and was the lead instructor for the inaugural Saskatchewan Medavie HealthEd ACP course in 2019. She holds many instructor certifications and is also a Peer Fitness Trainer certified through the IAFF and has led many initiatives promoting health and fitness in the workplace.
Carla is involved in numerous committees and research projects promoting paramedicine both locally and nationally, while also working on programs to improve stroke, STEMI, cardiac arrest and trauma care. She has sat on education committees for International Trauma Life Support – Saskatchewan Chapter, Saskatchewan College of Paramedics and was the project lead for the 2022 SCOP Documentation Course. Other committee involvement includes MHSW Patient Safety Committee and is also an ACP Lead for the Canadian Organization of Paramedic Regulators (COPR) Examination Maintenance Committee. She is a member of the Paramedic Chiefs of Canada Research Committee and has been a presenter at the Canadian Paramedicine Research Day and Paramedicine Across Canada Expo (PACE). Research initiatives include resuscitation (CanROC, EpiDOSE, CSCAN) and paramedic wellness and violence.
Carla is honoured to have received the following awards throughout her career: RCMP Commendation in 2000, Saskatchewan Star of Life for volunteer work in 2007, MHSW Patient Safety Champion in 2018, and Governor General Exemplary Service Award in 2020.
Carla feels that her knowledge and passion around patient safety, quality, research, and education will offer a unique perspective to Council and she is excited for the opportunity to help shape the future of paramedicine in Saskatchewan.
Carla currently resides in Saskatoon, Saskatchewan.
Keith Woytiuk
Keith Woytiuk began his Emergency Medical Services career as an Emergency Medical Responder with Blaine Lake Ambulance on April 15th, 1993. Working with Grandpa Michael Dutchak, Keith learned that patient care comes first. Graduating in 1996 from the EMT program at Saskatchewan Polytech (formerly Kelsey), Keith bought Blaine Lake Ambulance in 1998 and has been a private owner/operator until present.
While growing the business, Keith worked both on car and in the office. Keith deepened his commitment to EMS by serving with the Paramedics Services Chiefs of Saskatchewan (PSCS) for over 14 years. Keith has been awarded the SEMSA Star of Life and Exemplary Service Medal, and the Queens’ Jubilee Medal. Keith was also a councilor for the town of Blaine Lake for 8 years.
Keith has a passion for advancing the concerns and challenges of EMS. To ensure sustainability of the EMS industry, Keith wants the implementation of a provincial exam reflective of the province and its protocols to replace COPR; increased collaboration between the College, Saskatchewan Polytech, and the industry leader PSCS; creation and use of a screening tool before entrance into the paramedic program; and a requirement that the EMR level of practice with experience be the entrance requirement into the paramedic program. Keith believes that the College mandate of public safety and the sustainability of EMS with high quality paramedics is a goal that can and must be met.
