EMR Scope of Practice Approved Additional Skills

The Saskatchewan College of Paramedics has actively been evaluating the current scope of practice for all EMRs and paramedics since the release of the Canadian Paramedic Competency Framework (CPCF) Entry to Practice standards. This change involved the creation of the Pan-Canadian Essential Regulatory Requirements (PERRs) and the subsequent transition from the previous National Occupational Competency Framework used by all jurisdictions in Canada.

With the creation of these documents and the standards they represent, national scope of practice for all paramedics have been reviewed with each jurisdiction assessing the current scope of practice of their members. SCoP is currently reviewing this for EMR, PCP, ACP and CCP.

It was noted in the evaluation that Saskatchewan-licensed EMRs had a limited scope of practice when compared to other jurisdictions in Canada. This initial evaluation was focused on the EMR scope of practice which has included the review and approval of the 2026 EMR program revisions that will come into effect in July of 2026.

For all current licensed EMRs, an increase in the scope of practice has been evaluated and both the Paramedic Practice Committee and the Education Committee have reviewed these changes.

As of September 9th, 2025, both SCoP committees have reviewed these proposed skills and have approved them to be included into the EMR scope of practice. Inclusion of these changes will be present in the next release of the Paramedic Clinical Practice Protocols manual which will be released October 2026.

Only EMRs who have completed the core training requirements for each skill are permitted to function to this additional scope of practice.

  • Electrocardiogram (ECG) 3 lead-application only, no interpretation or on-going monitoring
  • Utilize nasopharyngeal airway
  • Monitor peripheral intravenous (IV) access devices and infusions of crystalloid solutions without additives
  • Hemostatic dressings
  • Monitor ostomy drainage systems
  • Reduce fractures – single attempt with absent pulses
  • Medication administration
    • Oral
    • Buccal
    • Sublingual
    • Intramuscular
    • Intranasal
    • Inhalation (MDI only)
  • Medication administration (using the approved routes listed above)
    • Epi-Pen
    • Naloxone
    • Acetaminophen
    • Ibuprofen
    • Salbutamol
    • Nitroglycerine
    • ASA
    • Oral glucose

To ensure proficiency in these skills, the SCoP Education committee has approved the use of the core training requirements document to outline the course delivery for these newly approved skills. The committee however has determined that instructors must be licensed as a PCP or higher to provide the EMR additional skills training.

For individuals providing this training, ensure adherence to the core training requirements document for both skills and medications. This includes didactic requirements, evaluation requirements and record retention for 5 years post course delivery.
