Saskatchewan Competency Frameworks for EMRs and Paramedics
The Saskatchewan Competency Framework replaces the previous National Occupational Competency Profile (NOCP) for Emergency Medical Responders (EMRs) and Paramedics. These frameworks identify the knowledge, skills, and attitudes that EMRs and Paramedics are required to perform competently. They describe what the public and patients can expect from an EMR or Paramedic to ensure safe, effective patient care.
Each framework document is structured the same. Section 1 of the framework contains the eight areas of competence that form the EMR and Paramedic’s expertise.
Section 2 describes the foundational knowledge that is required of EMRs and Paramedics. Foundational knowledge is common across designations but varies in terms of depth and breadth.
Section 3 is the scope of practice skills and medications that an EMR or paramedic can assess, monitor, or perform. These define maximum allowable practice instead of a mandatory clinical process.
The protocol manuals will continue to be used and are expected to be followed for context-specific patient care. All ground and air ambulance services (not including STARS and Saskatchewan Air Ambulance) are still expected to refer to the Saskatchewan Health Authority (SHA) Medication Reference Documents.
