Entry to practice licensing examination (COPR EXAM)

  • Licensing exam required for:
  • EMR: $550 + PST for each attempt
  • PCP & ACP: $650 + PST for each attempt
  • New Graduates eligible to write an exam may apply for a Restricted licence, to work under the direct supervision of a SCoP member at the same level or higher. New Graduate licensing information >
    • Exam eligibility is 2 years but Restrictions on licences last a maximum of 1 year so please plan accordingly

Eligibility

  • Must complete an approved program within the last 2 years
  • Programs not approved can be submitted for an equivalency assessment
  • Candidates do not need to be registered/licensed with SCoP to write the COPR exam

Exam Schedule

COPR Transition to the Canadian Paramedic Competence Framework (CPCF)

Transitioning the examinations to the new CPCF will be gradual, with an overlap of examinations being provided based on the new CPCF and the current 2011 National Occupational Competency Profile (NOCP) for all designations. Following this overlap period, candidates will be required to write the examination using the CPCF regardless of whether they pass or fail. COPR has provided the following timelines for each program.

** Students should confirm with their educator as to which exam they should register for. Beginning July 2026, all EMRs will be required to complete the COPR exam which aligns to the Canadian Paramedic Competency Framework (CPCF) regardless of when they completed the program.

COPR has decided that, starting with the June 2027 administration, ACP candidates will write the exam testing exclusively to the CPCF. This means the ACP NOCP exam will not be offered after April 2027.  There will not be an overlap of three administrations with the NOCP as with the EMR and PCP exams.

How to Register

  • Go to copr.ca to register for your exam. The application for a COPR exam is a two-part process. You must complete the application and reserve a seat for each COPR examination attempt.
  • Required:
    • Diploma or certification of completion
    • Date of completion
      • Candidates may apply for the exam before their program is complete but practicum must be complete and final documents submitted at least 14 days before exam
    • If you completed your program between 1 and 2 years ago, COPR will require an Examination Eligibility Confirmation Letter (found on the COPR website)
    • Testing accommodations require Examination Disability Information Form (found on the COPR website)

  • The passing mark for the exam will be set using the Angoff method. More information can be obtained in the COPR National Examination handbook
  • These exams are computer-based multiple choice exams
  • This is a pan-Canadian exam, delivered by the Canadian Organization of Paramedic Regulators (COPR) and Meazure Learning (formerly Yardstick Assessment Strategies). It is identical in the 7 jurisdictions it is held across the country and does not contain regional information: British Columbia, Alberta, Saskatchewan, Manitoba, Nova Scotia, Prince Edward Island, and Newfoundland and Labrador.
  • Exams do not include any Saskatchewan jurisprudence at this time

What happens when you pass your exam?

  • If you have a Restricted Licence and went to school in Saskatchewan, SCoP will automatically remove this restriction when you pass your exam
  • If you have a Restricted Licence and went to school in another province, send your proof of exam completion to office@collegeofparamedics.sk.ca to have your restriction removed
  • If you need to change licence levels, follow the directions under Change of Status
